Herbert: Verstappen was 'motivated to show his ability' due to penalties

Johnny Herbert claims he and the rest of the FIA stewards at the Mexican Grand Prix weekend motivated Max Verstappen to get a strong result in Brazil. The former British F1 driver also suggests he was motivated by his poor qualifying performance on Sunday morning.
