Which F1 drivers are on the brink of engine penalties?

For 2021, teams are allowed to use three Internal Combustion Engines, three Turbo Chargers, three MGU-H, three MGU-K, two Energy Stores, two Control Electronics and eight Exhausts per car without incurring a penalty. Max Verstappen is the standout name on the list of drivers who are likely to take a grid penalty at one of the remaining 11 events.
