Albon explains why he won't have Honda upgrade in France

Alexander Albon has explained that Toro Rosso's reticence to have two cars serving penalties at the French Grand Prix was behind the decision to deny him Honda's upgraded engine. Daniil Kvyat, and both Red Bull drivers, will take on the new engine in Le Castellet. It is reported that the new engine will provide an extra 10 brake horsepower, although Kvyat will be battling a grid penalty.
